Pin States on Reset

On Reset or Power Up DigitalOut and AnalogueOut pins appears to go to 2.2V for 580mS.
During this period external circuits may be undesirably activated.
The pins do not appear to be in high impedance state, so a hardware pull-down will not work.
Is it possible to control the state of pins during the reset phase?
