need ability to change frequency khz and refresh rate in PWM
need ability to change frequency in PWM instead having libraries setting khz and time getting jitter on LEDs

Hmmm...PWMOut and FastPWM both have methods for doing this. https://developer.mbed.org/handbook/PwmOut
