Mbed LPC1768 5 volt tolerant ?

Hi , Are the I/O pins on the Mbed LPC1768 5 volt tolerant or voltage translation is needed ?

Yes they are tolerant if VDD > 2.4V If VDD = 0 max 3,4V

See datasheet page 45.
