do I have to use windows 7 or earlier?

I've tried it with both windows 8.1 and Linuxmint and after updating my board with both of them, I couldn't get it to boot normally.

Windows 8.0 works also. It might be possible to do it also on windows 8.1/linux pcs with a complicated process, but since it is a one time thing it is easier to use a windows 7 PC for example.

I only have access to win 8.1 OS. What's the complicated process to make this work?

I searched that later, that also requires a windows 8.0 or earlier PC for the first step as far as I could find. You can try a new question if someone else has a solution (since I see this only because I got a mail about your comment), but I am afraid it is probably going to result in that you will need to find a windows 8.0 or before PC.
