what the mean " up to 70 GPIO" in datasheet??

That is related to the used microcontroller, it can have up to 70 general-purpose input-outputs. But it can also be less, it depends on the used package.

Also, the MBED itself, only has just 28 pins tracked out from the micro, although 11 or more are used to connect to the Ethernet chip, and if I remember correctly 5 or 6 pins are not connected to anything, Also 4 pins are connected to the LED's ..
